I recall this also,
I remember his Excellency wanted us to learn it for Gulf war, but I know I was not Dionader yet since I remember seeing this from the back of the room.  Based on this I would place this somewhere before in the months before GW16 or 17.  Perchance this will jog someone else.  I feel I was not yet A&S Minister, which would be bfore GW16, but that is vague.

I got it at a populace meeting....after singing a song for Ian...I was ill
nd the only garb I had on was my cloak...the rest was mundane clothes.
