[Northkeep] Rapier Armor Drop Tester

Greetings Northkeep.  As your Rapier Marshall I am pleased to announce that
we finally have a Drop Tester to test fabric for it's appropriateness for
Rapier Armor.  Kingdom standards specify that the Drop Test method is the
default (preferred) test method.  I will have the Drop Tester at fighter
practice on Wednesday so if you are planning on making rapier armor and have
the fabric I would be happy to test it for you.
