[Northkeep] Need some help

Dear people 
I could use some help. Jonathan is out of it and won't be able to do anything around the house for a month. 
I was going to mown the lawn but I can not get the mower to start and I am not sure if I can move it. I don't want to get in trouble with the city. 
Could someone help me?
