Look at it from their point of view
 
Bonwicke = 2 hr
Eldern = 3.5 hours
Weisenfeuer = 4 hours
Namron = 4.25 hours
Mooneschadowe = 5 hours
Elfsea = 5 hours
Northkeep = 5.5 hours
Steppes = 6 hours
 
Any other barony  in the central/south = Much more
 
Just looking at the baronies, they are much better off in the north than in central except for proximity to Bonwicke
 
And fyi, Weisenfeuer is a 6 hour drive to Ravens Fort
