Maybe, maybe not (the Celtic thing).  There is very little actual known proof for what "the celts" (as though they were a single cultural entity) actually believed or practiced.  The efforts of Frazier and the Cambridge clique have been reveled more than once to have been rooted in poor research and Von Danikenesque cherry-picking of details from a myriad of sources -- so at this point, you either believe in them or you don't.  But "generally agreed" is overstating the issue.  Of people who've actually spent time researching the topic, the dividion is less one sided.

The Holiday of "Halloween" is based on the evening before Feast of All Hallows, a feast of remembering of the dead, strongly related to the Dia de los Muertos, and other non-"Celtic" practices.  The act of dressing up and wandering around asking for treats is actually more predicated on the various English begging rituals of the 17th century that were practiced throughout the year.
