[Northkeep] Heralds office

Due to issues our current Herald is going to have to step down effective
immediately.  We are opening the office for applications.  Please send a
copy of the application to the NR Herald, the Seneschal and the Baron and
Baroness.  I would encourage everyone to consider applying for this job.
You do not need to be a herald to do it, you just need to be willing to
hold the office and do the paperwork.  We have lots of heraldic resources
that can help you with the technical parts.

I would like to thank Duncan for all of his valuable service up to this
point.
