[Northkeep] Timeline for Baronial candidates

It is really short notice, but a Revel could be organized the weekend
between the announcement and polling,  The ones in the past have been
really helpful and can give a chance for each of the couples to speak.
 Weather can be tricky, but it could be a good opportunity for open
discussion.
