[Northkeep] Comic Con Tulsa

Greetings

odd thought , what do the financial policies ( sca, kingdom , local ) 
have to say on the subject of advertising expenses ?
is there a limit as to what qualifies as advertising ?
or how advertising is defined ?
if we are  paying to hand out flyers and cards at a comic 
convention,does that mean that we may be doing the same thing at the 
Tulsa fair ?
or the horse shows, or the dept of wildlife expo , etc.  ??

sorry , i figure the more questions ask before a decision is made the 
better informed the decision makers can be ; )
