Agreed.  Using a group's exact device but with the Laurel wreath removed would create a device that is one step from the original.  In heraldic terms, such a device would visually claim a relationship, including possibly inheritance, from the original.

A baronial badge, or populace badge, is intended exactly for this purpose.
