RF - Red Tape Event

Actually there are quite a few.  The question is how much do we want to 
spend(some are expensive)?
Also, there are a few other factors to consider.  We do want a wet or dry 
site?  Can we want to deal with a hall owned and regulated by a religious 
group/church?  Do we need classrooms?  How many classrooms?
Queen's Champion doesn't really need a hall by the way...  We could hold one 
at the site without much problems.
