yeah that sounds like a job for both herald and historian....

historically it WOULD have fallen to a "scribe" as you suggested

and what you discribed IS actually the job of the herald....  it's just
usually suckily done if at all around here (that's what everyone failed to
say..)

the office of herald here is just REALLY hard to fill bnecause they get TOLD
what to say and HOW to say it so much that folks get tired REAL fast of the
job...

hell i didn't even make it INTO the job before i told them to shove it...

it's not that i can't YELL or even yell CREATIVELY it's mostly due to people
who couldn't pull a creative performance out of their BUTT with a crowbar
handing me scripts or slashing all over MINE with red ink ( they forget that i
have a sable thistle in BARDCRAFT)

that one of the things i'm MOST well known for is being ENTERTAINING. it's
basicly a case of Boring people with control issues trying to keep control of
everything till they strangle all the fun out of things...

and the Crap to hit the fan is because they can't resist the impulse to show
how much they know about everything rather than CHANGING anything for the
better....
