While this would be an ideal material, as far as I know, only Siloflex,
specifically has been approved.

What about heavy heat shrink tubing? I don't mean the wimpy stuff used
to make battery packs. I mean the stuff for covering splices on
underground cables. Once shrunk it's about 1/16" to 1/8" thick depending
on the variety and takes something close to a battleaxe to cut through
it.
