[Ravensfort] Need free passes

IIRC the free passes used to only apply to Ravens Fort events not Kingdom events, so they would not be in effect for Crown any how.

  The Financial Committee had recinded the use of free passes til the reeve was able to figure out a way to work them in with the new kingdom policies...I don't know if the Financial Committee has re-established the practice yet...
