The Lord of the Manor has decreed:

There will be NO 'FINGER LICKING' of the gongfermers!  Anyone caught
finger licking the gongfermers will be excluded from the kissing contest
and registered with the Texas Department of Public Safety's Sex Offender
Website.  BLOODY MENTAL!  These are little boys!  This ain't fried
chicken!

London 1984) for a full, complete and satisfying definition of the word.
 
In short, a gongfermer is the poor (but well-paid) lad who cleaned out
the privies in th 1400's.
