Are they using a router? If so try it with out the router. If that works it is the way the phone co has things set up. been there done that.

Their computer is on the fritz.  Phone company says it's the modem.  Computer people say it's the phone line.
 
So right now they have had no computer for 3 days and no clue as to when they'll get it back.  If you need to talk to them then you have to call them.
