The person to contact is the autocrat HE Brian.  Usually all the merchants set up on "merchant's row" which is on the sides of the "road" between the kitchen and where the tavern used to be.  There is no "fee" but it is traditional to offer an item to be used as a prize.

Who do I need to contact to get information about merchanting at Defender?  I know a merchant who is interested in coming, but I have no idea who to contact to get more information about this.  It's just basic questions like how much does it cost, is there any special permits or anything needed, any special procedure for where to set up or sign in for gate, etc.  Any help would be appreciated!
