[Ravensfort] Defender question

Greetings!

Who do I need to contact to get information about merchanting at Defender?
I know a merchant who is interested in coming, but I have no idea who to
contact to get more information about this.  It's just basic questions like
how much does it cost, is there any special permits or anything needed, any
special procedure for where to set up or sign in for gate, etc.  Any help
would be appreciated!
