From your description it sounds like the bus was broken down and they were doing a bus to bus transfer of offenders. 
Just a guess.

Any one with TDC know what happened in Bryan (North Bryan hwy 6 and 2818) a TDC bus TDC van three DPS cars and two Bryan PD car on theside of the feeder road with a lot of officers with shot guns standing around.
