Surely you don't expect your cooks to come up with this large an amount 
out of their own pocket?   I usually ask for half what the budget calls 
for up front. Then I start buying and if I need more money I show the 
reciepts for what I have already spent and either ask for more money or I 
go get the additional food and then turn in the reciepts immediately for 
reimbursement. When its all over I have to turn in receipts for all the 
money I have ask for or I have to turn over the extra money (since I 
don't ask for more than I am certain I will need this doesn't happen). I 
can front some of the money but $1500 - now way. You certainly don't have 
to give out the entire budget at once but many folks can't front large 
sums of money to buy ingredients and they shouldn't have to either.
