How about using an oil to help dilute the pepper oil, and then washing
again, alternately you culd try stripping the natural oils and the
pepper oil out with toluene or another solvent, then using liberal
amounts of hand lotion? I usually use latex surgical gloves when I
handle peppers [and mushrooms, as i am deathly allergic to them and
ocasionally have to handle them]
