Turnips are plentyful during the winter ....go for it!  they should be

I ate them at a feast in February.  They were delicious and the populace
devoured them. (these are the same people that swore they hated
turnips).

Yes, potatoes would change the taste and texture of the dish. Turnips
should be cheap enough to use.

herbed cheese pie would be much more expensive!!!!!  Look for good
bargins on cheese and spices.  If you have a market that sells bulk
spices...buy enough for the event. I stay away from gargantuan bottles
of spices (always wasted after a feast).  Look for bulk cheese (Sam's
Warehouse has lots of that).
