I thought they had powdered sugar in period, but I couldn't find the
references. 

If they were exporting powdered sugar, I expect they used a rotary quern
rather than a mortar and pestle.  With a set of hard stones, the grind
would be very fine and the quantity would make the venture commercially
feasible.
