To bring up a point you may have overlooked> It is only within the last 25
yrs. or so that the "parent" was solely responsible for the child. Up until
the  fairly recent social chages spurred on by bizaare  political agendas a
child was both the responsibility of the parent AND the community. Both
sharing equally in the rearing and safety of the child. Unforetunately
community participation has been legislated out of existence.
