Oh, it's much easier than that, as I discovered at a recent camping 
event.  At Pennsic several other parents suggested belling our 2 year 
old son (as in putting a band of bells around one ankle).  We tried 
this, and he was delighted!  If you jump up and down, you make this 
wonderful (AAAAAarrrrrgh!) jingly sound.  We always knew where he 
was, and he spent some time using it to amuse himself.

It seems to me, that the type of peer that needs to be belled has a 
similar, shall we say, mental age?, to that of my 2 year old.  Give 
them bells, and they will wear them endlessly to amuse themselves.
