Providing the food is not the problem, getting it to the people who need it
is.  Most of the places that need the food don't have the transportation
network to deliver the food, have governments which deny access to the food
for political reasons, have corrupt officials who sell the food for their
profit, have bandits who steal the food, or a combination of all of the
preceding.  Ethiopia over the past 20 years has been a case study for all of
the problems in feeding other countries.  The worst thing is prior to the
droughts of 1970 and the civil war in 1974, the country was able to feed its
population.
