Possibly. There are a number of Irene's in Byzantine history, including,
IIRC, Anna's mother. The mother of Leo IV was a Khazar princess named Irene
and was regent for her son. Leo IV married the Athenian who would be come
"Emperor Irene". However, just to check, I've hit a couple of references I
have handy.

The one who became "Emperor Irene" is the one who ruled in one capacity or
another between 780 and 802. Her regency was from 780 to 790. In 792 she
became the co-ruler of the Byzantine Empire at the request of her son and in
797 she deposed her son and had him blinded. With no direct lineage, the
throne changed hands and the finance minister became the Emperor Nicephorus.

Anna Comnena was born in 1083 (d. 1146) so there is a 281 year gap between
"Emperor Irene" and her. It maybe that Anna was attempting to create a
relationship with the deposed Irene to justify the Comnenus dynasty seizing
power or to justify Anna's attempt to eliminate her brother and seize the
throne.

Now, I have to go read the book to figure out what's happening.
