There's a commercial product called MicroKitchen Companion; I used to
use it on a Macintosh, but I believe there's a version for the PC too.
It isn't shareware or freeware (but then shareware isn't really free
either!) but I recall it was reasonably priced (maybe $30 or so) or I
wouldn't ever have bought it. It contained a hundred or so recipes, more
or less to get you started, with room for an unspecified number of
additional recipes, with a way to key in various JPEG, TIFF, and GIF
files, as well as sound files. I remember thinking it pretty silly to be
able to click on a little box so your recipe for Beef Stroganoff would
say in a pleasant feminine voice, "saute", but then I suppose there
might be more intelligent applications for this function.

This might be something like what your friend is looking for... .
