It's been a while. I picked the info up in a history/political science
class back in college the first time (early 1970's) which had as its focus
various laws, their effects on the people, and their reactions to them. I
do remember the info came out of a very scholarly article which was a b****
to read, scholars at that time not having learned that being student
friendly sells textbooks.  :-)
