Which time, and by what means. The romans pissed off the celts in about
325bc, and were overrun and had to pay the celts to leave them alone.
the second time was by subversion[sort of] the celts who settled in
cisalpine gaul[the top left corner of italy] after the first time they
took Rome had by about 200 ad been moving south to work on the farms and
work in the towns as the italians moved into rome and the large cities
had changed the culture of the farmers[pagani] to being celtic, as well
as the retired auxilliarymen of gaul and germannia getting their land
grants in the main part of italy also changed the culture, sothe only
real true old style romans were the city dwellers. In about the 100s,
senators and other hierarchial members were starting to be recruited
into the politico-social structure of the upper class romans, so
essentially by the mid to late 100s, you ended up with the first roman
emperor of roman dscent not born in rome herself-hadrianus augustus,
born in spain. the first emperof of non roman blood was in 235, maximus
the thracian, who ascended through the military into power.
so you see, by the official fall of the roman empire, it had passed out
of roman hands long before. the fall of the roman empire is usually
typified as when the east and west split [for the second time, by the
way] into the holy roman empire and byzantium.
