I think one problem is that there was no "Germany" in medieval times.  There
was the Holy Roman Empire, a conglomeration of Italian and Germanic areas, but
"Germany" as a seperate country didn't come into being until the middle of the
1800's.  So it could be that there is not just one defining element of the
diverse tiny duchys and principalities of central Europe.
