This is not correct.  Translations are subject to copyright.  Form TX from
the US Copyright office has a separate section regarding "derivative work
or compilation" which asks whether you have have based your work on, or
incorporated into your work, an earlier text.  It also asks what new
material you have added for which you're claiming copyright.  Only your own
new material is subject to your copyright; your copyright does not cover
the work from which your material is derived.

Regarding Falconwood Press - why don't you ask Terry Nutter that question
(she says innocently, ducking for cover!).

This clause is talking about using portions of copyright text in a printed
work, such as a newspaper, term paper, critique, etc.  Fair use of
copyright text should be accompanied by a full citation of author, title,
date, etc.
