3% acidity...

This is a bit of a tricky term to use. Do you mean a 3% solution of 
acetic acid (the active bit of vinegar), or somthing close to it (w/w, 
w/v, or v/v)?

pH is how chemists talk about these things. It gives a measure of the 
strength of an acid. It can be tested using the little paper strips sold 
in chemist shops (often used to test urine samples) and means that 
acidity can be easily compared.

Otherwise it probably makes more sense to talk about 'strong wine 
vinegar' or somesuch, mixed x:Y with water - this is not precise, but is 
in cooks language, and therefore easier to replicate within the 
tolerances applicable for cooks...
