agricultural import laws are often enacted to control the importation of
pest animals, insects and plants-to whit, the medfly, kudzu, African walking
catfish, the English sparrow and assorted plant diseases like Dutch elm
disease. California in particular gets so twitchy they have agricultural
inspection stations on the road, sort of like green card inspections or
border customs stations where they will confiscate plants and such from
people.
