On the discussion of toxicity in city gardens, it might be a good idea
to choose to grow whatever you are planning on in pots filled with
your own choice of peat and vermiculite.  If ;you use soil purchased
commercially, it is less likely to be lead-contaminated.  Many herbs
and larger things do well in large pots or flower boxes.  I have grown
tomatoes this way several times.
