When I asked this question of a Forest Ranger years ago he answered
that the idea was if a market existed for wild game, there would be an
incentive for people to go out and massively poach.  Think about how
rhinos are still being decimated for their horns in Africa.  It is
illegal, but the Chinese who are desparate to stiffen their "manhood"
provide a market that drives the continued poaching, which won't end
until either all the rhinos are gone or Viagra becomes the folk
medicine of choice.
