Male slaves and citizens wore tunics.  Citizens wore a loincloth under
their tunic.  The Toga was worn over the tunic by citizens on important
occaisions.  The loincloth was not worn with the toga, because it was
allegedly too difficult to manage the toga and the loincloth in the
lavatory.  

I do not remember which classical scholoar wrote this.  If it is
important, I will look for it.
