re: dry sites and using alcohol to cook with....
I would second the suggestion to check with the site. 

In Madrone, most of our sites are dry. One, a church, says its ok for us to
use alcohol to cook with, the other, a park, would kick us off site in a
heartbeat if they even saw so much as an empty bottle in the trash. 

Needless to say, in the copy, and on site, we make many many announcements
to the fact that this is a dry site. An arid site. If the ranger sees an
empty bottle in the trash, even if its just from you cleaning out your
cooler from LAST weekend, our contract is voided, so please dont get us
kicked off site. So far we havent had any trouble, as long as people know
what the rules are, and why we're being so fussy.

Also, banquet permits (which are cheap and easy to obtain here in
Washington state) dont mention anything at all about cooking alcohol, only
consumption.

Hope this helps clarify things, at least for our area...
