Of course, this all depends on the mundane laws of your area.  In our
case, (the province of BC in Canada) the law requires us (the group) to
by the alcohol and run a bar.  And the person in charge has to have a
"Serving it Right" certificate before they can buy a special event license 
and the alcohol.  Anyone found to be bringing their own is removed from
the site and not allowed back unless they can prove they no longer have
the illicit alcohol on their person.
Alcohol for cooking is part of the budget, as per copora.
