It's an internal thing in how they govern themselves.  We're still states and
are recognized as such for the federal folks.  It's more in how the state works,
though not much anymore.  All the lines are blurred now.  Originally,
commonwealths were more democratic and responsive to the people (supposedly),
but it's all beaurocracy now.
