It would seem to me that if the dish is named steak and onions, it wouldn't
be steak and onions if you substituted bananas ;-)

I think a garnish is something which improves the appearance of a dish,
without changing its character, ie nutmeg is an integral part of egg nog,
but is also a garnisg when sprinkled on top. Parsleyed new potatoes just
wouldn't be the same without parsley, but a sprig on a carrot dish would
not be itegral, unless it was called parsleyed carrots, or some such.
