This may be because of a typo that was missed by the proofreader who failed to
notice that T should have been tsp. :-)

2 T=6 tsp. 
6 tsp/4=1 1/2 tsp.

Alternatively pepper, cinnamon and ginger pretty much have the same volume
with regard to ounce weights and 1/4 ounce of saffron may turn out to be 1 1/2
T if the recipe is weighed out in the reduced proportions that the author of
TMK uses.  Unfortunately I don''t have a kitchen scale so the second theory is
beyond my ability to test at this time so I am more inclined to go with the
typo explanation.
