Close.  Actually, the laboratory was up in the mountains, high enough up
that the decreased atmospheric pressure permitted the water in the cup to
expand, so that a slightly larger cup was made than actually required.
Thus, when the cup is at a lower altitude, such as where you live, it holds
slightly more water than was originally intended.
