The term is used of the flowers, but was originally used of the spice.
The flowers are so named because of their alleged resemblance in
fragrance. Failing the use of giveaway terms like "flowers of clowe
gilofre", "leaues of clowe gilofre(e)", etc., usually applied to flowers
in 14th-century English recipes, I'm inclined to think the spice is what
is meant.

As I said, whole cloves are probably really what was intended, while I
used ground cloves as an informed departure from the original.
