SC - taragon and vinegars

Is this a taragon vinegar? Or do you mean taragon powder in a bottle?
I would like to hear more details on this and perhaps recipes.

Also, while a few others have talked about making vinegar (Ras, I think),
I would love to hear your directions and comments.
