For the oat cakes you grind the oats.  I do mine in a old grain/flour mill 
that my mother-in-law brought over from Scotland, but you can grind them in 
a blender or small chopper.  You need to save some to use as "flour" to keep 
the dough from sticking to your board when you roll them out.
