Most good blends are 100 per cent malt scotches blended together. The blender 
sometimes uses dozens of single malts to achieve just the right balance of 
flavors. For instance J&B. It is a blend composed of 100 per cent scotches. 
67 of them, IIRC. If the label says it is a blend of 100 per cent scotches 
then it is. Some blends are and some aren't. Just read the label.

A good book that covers this subject in detail is called 'Whiskey.' It is 
available on the discount tables at Walden's Books right now. Also in the 
series is 'Beer' and several other books.
