These are valid points but also miss some of the unique problems that exist 
in the countries of the former Soviet Union and Eastern Bloc.  Researchers 
may not realize that there are those who are truly interested in their work.  
Access to the internet is availible, but I don't know if researchers from 
these countries would immediately consider it a way of "publishing" their 
works.  (The nationalists already have, but that is another story. . .)

This is assuming that the situation for a researcher in these areas is the 
same as it is in the US, Canada, Australia or Western Europe.  The economic 
situation in many of these countries, especially some of the countries that 
developed out of the Soviet Union, is severe.  Inflation is ever present and 
at extreme rates.  (And occasionally at rates only surpassed by the inflation 
present in Weimar Germany.)  It is not the desire to make millions by 
publishing, but the choice between publishing and survival that is the 
consideration.

Personally, while I am among those that would like to see some of these 
sources, am willing to sit back and wait.  Through seven years of college I 
developed a personal theory that in each of these countries there was a 
pivitol thing that kept them from devoloping the same way that Western Europe 
and the US did.  These range from invasion to the complete loss of the 
country as an entity.  Many of these countries did not go through the 
Industial Revolution with the rest of Europe, in fact the majority were 
forced through that stage during the Communist Era.  Many are struggling with 
19th century nationalism.  These countries have a lot of history to go 
throguh to catch up even with their neightbors in Western Europe.
