Acquisition of said VISA check cards is restricted by credit history, and those who are rebuilding their credit history will have difficulty getting one.  It is often easier to get a secured credit card than a debit card.  Don't know why, it's just the reality in GA at least.  I have a friend in the internet banking business who shared some of this with me.

Most debit cards can be used as instant checks and or credit cards. Check
with your bank and see if they offer this. They are usually Visa cards.
There is no fee to use them except at the ATM.
