Open Outlook Express.  From the 'Tools' menu, choose 'Options'.

Click the 'Read' index-tab, then the 'Fonts...' button.

  Choose 'Western' from the available character sets, and click the
  'Set as Default' button.  Then click 'OK'.

Click the 'International Settings..." button.

  Verify that there are _no_ character sets in the window.  If you see
  some, remove them.  Then click 'OK'.

Then click 'OK' again and you should be all set.

Click 'OK' to leave the options window.
