To re-hydrate the horn, I soak the handles in linseed oil for a couple of
days or so. It won't ever restore it fully to it's original glory, but it
gives a decent result. 
When de-rusting, I first use the plastic scrubbers you use for cleaning
burnt pots. For really bad stuff, steelos will also do the trick, but aren't
as kind to the metal. Don't use sandpaper, unless it's the very very fine
(about 1800 or more IIRC) wet n' dry stuff. Another thing for getting those
last little bits off is a nail buffer.
